In 1887 M. C. Wicks, a real estate developer, had foreseen turning the Playa del Rey estuary into a major commercial harbor. Almost $300,000 was invested by Wicks' Ballona Development Co., but went bankrupt three years later. Nothing much had changed a century later. By 1916 Playa del Rey was reported as unusable for development into a major harbor. Another study was made in 1936, when the Congress authorized reassessment of the report. In 1937, the Los Angeles County Board of Supervisors ordered another study. The Corps of Engineers submitted another study indicating the probability of creating a pleasure craft harbor, after more than thirty years of their first report.
The Chamber President Larry Norman, who was accredited to promote peace and cooperation between the city and county, traveled to the state's capital a number of times to secure funds which would acquire the harbor site. The development was slow due to construction setbacks. There were serious damages because of winter storms which enforced launching of emergency programs for protection of the site. The construction of structures protecting the harbor, shoreline, and anchorage or basin from ocean waves was the key to the successful completion of Marina. In 1965, a formal dedication of Marina Del Rey was held.
